The career of Founder Chen Rong-Quan reflects a clear and unwavering conviction: a deep commitment to innovation and the courage to embrace transformation. Whether in the corporate world or in the realm of social engagement, he has consistently demonstrated the ability to anticipate change, anchor values amid uncertainty, and drive progress through strategic integration of resources.
To him, managing a business and advancing social impact share the same core logic — breaking conventions to create new possibilities. This belief forms the very foundation of his approach to venture philanthropy.
Redefining an Industry: From Traditional Freight to Integrated Logistics
During his tenure at Hsinchu Transportation (later renamed HCT Logistics), Chen faced not only market competition but also the long-standing stigma attached to the freight industry—the so-called “3K” image: tough, dirty, and dangerous. Rather than accepting this reality, he chose to redefine the industry from its roots.
Under his leadership, the company evolved from a traditional freight operator into a comprehensive logistics service provider, integrating warehousing, processing, repackaging, and labeling into a one-stop solution. This transformation repositioned the company as an indispensable partner within the supply chain rather than merely a transportation provider.
This strategic shift attracted international partners, including Procter & Gamble (P&G), and enabled Taiwan’s logistics sector to step onto the global stage with higher value-added capabilities.
Recognizing that sustainable transformation required more than operational change, Chen led major investments in IT infrastructure, enabling the integration of logistics flow, information flow, financial flow, and commercial flow into a unified service platform. This evolution allowed the company to provide true Total Solutions, and even expand into distribution and sales channels—most notably through collaboration with Nokia, whose products were distributed via HCT’s nationwide network.
Throughout this process, Chen maintained a clear belief: only continuous innovation allows a company to evolve from an executor of tasks into a creator of value. During this period, he also introduced the concept of corporate social responsibility into the organization, personally founding a foundation to extend innovation and reform into the social sector.
A Visionary Value Creator: From Enterprise Innovation to Social Impact
After leaving HCT Logistics, Chen did not slow his pace of transformation. Guided by keen market insight and a fearless approach to change, he went on to participate in and lead strategic transformations across multiple enterprises, including Walsin Technology, Homeplus Digital, and the century-old Tatung Company.
At the same time, he brought this innovative mindset into philanthropy, pioneering a venture philanthropy model rooted in venture capital principles. Rather than traditional donation-based charity, he advocated for supporting social innovation through risk-sharing, strategic guidance, and long-term capacity building.
He firmly believes that meaningful social change requires more than goodwill—it demands the courage to invest in unproven ideas and the discipline to help them grow sustainably. Under this philosophy, he supported a wide range of initiatives: emerging artists and curators stepping onto the international stage, performing arts organizations developing new operational models, young innovators addressing rural education challenges, educators experimenting with grassroots reforms, and the founding of new media platforms.
Since 2014, many of Taiwan’s most influential social innovation initiatives have grown with his quiet yet steadfast support behind the scenes.
Making Change Sustainable
From reshaping a traditional industry to advancing cross-sector social innovation, Chen Rong-Quan has consistently demonstrated an ability to find direction amid uncertainty and opportunity within risk. With calm judgment and pragmatic execution, he has continuously opened new possibilities for both organizations and society.
He believes that only by committing resources, time, and patience—and by shouldering the risks inherent in innovation—can society cultivate truly sustainable value. For this reason, the foundation he established is not merely a provider of funding, but a companion, catalyst, and enabler—helping good ideas take root, grow, and endure.
This journey, spanning from enterprise reform to social transformation, reflects not only a bold redefinition of participation and impact, but also the fullest expression of a reformer’s purpose: to create lasting change by empowering others to succeed.
